Distance Vocational Training for employability in Spain, Portugal and Dominican Republic

Abstract

Vocational Education and Training aims at developing students' knowledge and skills for insertion in the labour market. Portugal is currently redesigning its model to meet the new demands of the economy, society and business. In Spain, a major transformation has taken place with a focus on initial and continuous teacher training, as well as the design and implementation of a new legal structure for the organisation and integration of Vocational Education and Training, while the Dominican Republic is working on the adoption of a more practical and experiential training model. This study determines the key aspects to ensure the development of a new, more personalised instructional model based on the development of individual competencies, potential and talent. A qualitative methodology has been used through an integrative and interdisciplinary literature and document review. The results show that there is a great diversity of models and specializations worldwide, which makes the internationalization of Vocational Education and Training relevant to broaden discussions on the subject within the current context. As a conclusion, the pillars for a comprehensive training strategy have been identified.

Silvia Carrascal, Universidad Complutense de Madrid

Senior academic advisor in Higher Education with more than 20 years of experience in Education and Teacher Training. Expert in Educational Policies and Academic Innovation in Teaching and Learning through active methodologies, personal and professional development of teachers and management of higher education policies in universities and educational centres. Professional experience in different leadership positions in education: Director of Research and Postgraduate Studies at the Faculty of Education and Teacher Training, Academic Director of the Doctoral Programme in Education, Director of postgraduate academic management and educational transformation projects: change of organisational culture, talent management, teacher training and identity, and design of methodologies and resources for teaching and learning. She is currently Director of the Executive Education programme at the School of Government of the Complutense University (MDDSteam - Master in Management Development for STEAM women), lecturer and researcher at the Faculty of Education and Teacher Training Centre (UCM) and Director of the Journal of Learning Styles. She has been Vice Rector of Teaching and Learning and Director of Learning Spaces: Learning Lab & Design Lab at Camilo José Cela University (SEK Educational Institution) and has been a member of the Committee of Experts in Education and Teacher Training both nationally and internationally such as at UNESCO (Havana, Cuba), at the Normal University of Shanghai, China, as well as in the Learning & Teaching team of the European University Association. She holds a PhD in Education (UCM) and, more recently, has completed the Management Development Programme at IESE Business School, University of Navarra (Spain). In addition to her experience in public and private Higher Education, she has more than 15 years of experience as a member of the Secondary Education, Baccalaureate and Vocational Training Teachers Corps, Consejería de Educación de la Comunidad de Madrid (Spain). She is Principal Researcher of the Research Group (GoI) EduSoC Education, Society and Culture, Faculty of Education of the UCJC, Research Member of the GoI. Religions, Culture and Human Rights of the UNIR and of the GoI. of Recent History of the University of Navarra. She is also a member of the GENOVIFEM Project of the University of Navarra and has a Sexenio de Investigación granted by the Centro Nacional de Evaluación de la Actividad Investigadora (CENEAI). She has been Director of the Teaching & Learning area and President of the European Observatory for the Analysis and Evaluation of Disinformation, in collaboration with the Information Directorate of the European Parliament in Spain and the Representation in Spain of the European Commission, and is currently Director/President of EduSoC Lab - Education, Society and Culture (think tank).
